Badalona is to carry out an integral reform in four neighbourhoods bordering on Santa Coloma, in the area known as Serra d'en Mena. The neighbourhoods involved are Sant Antoni and Sant Joan de Llefià, La Pau and La Salut. The intervention will be performed jointly with the neighbourhoods of Santa Rosa, Raval and Fondo in Santa Coloma. The seven neighbourhoods have a total population of 88,000.

The project forms part of the Catalan government’s Neighbourhood Act, and will have an estimated budget of €36 million provided by the city councils of Badalona and Santa Coloma, the Catalan government and the county council. The actual investment that will be injected over the five years of the project’s duration may ultimately reach €100 million. The plan is due to be launched at the beginning of 2006.

In May 2005 the two city councils and the county council reached an agreement detailing the measures to be taken: town planning interventions in streets and squares, implementation of facilities, initiatives of a social and economic nature, removal of architectural barriers, and creation of green spaces.

As far as Badalona is concerned, the financing plan up to 2008 was passed in April 2005. It comprises investment amounting to €18.6 million, provided by the city council (8.2 million), the Catalan government (9.3 million) and the county council (1 million). The neighbourhood rehabilitation project consists of 43 measures aimed at giving structure to the neighbourhoods and their connection with the rest of the county of the Barcelonès.
